Confiscation of original documents and personal gurantee bond

Sir/ Maám, For the sake of taking admission to a post graduate medical degree, I have attended Mop-up round (last round) of the Rajasthan state authority. By considering lucrative offer of one institute of Deemed univeristy, we have opted for that college's course. Then, the representative of that institute has taken our original documents like 10th passing certificate, Graduation Degree and Marksheets of all years of Graduation and guarantee bond from my father mentioning guarantee for fees of all years at the venue of mop-up round only. And told us that admission will be finalized on next day in college only and then we will be given admission letter mentioning name of deposited documents. But, on the same day, that representative declined orally consented reduced fees. So, due to our family and financial problems, I am not able to join this course and the same is conveyed to the Principal of that college by personally meeting immediately on the next day of mop-up round. So, I have not taken any admission to the said allotted course. But, now that representative is not handing over to us our own original documents which were submitted at mop up round venue. Also, college authorities have not given us any receipt for documents in their custody. And telling us to pay whole fees of the entire duration of course to obtain my original documents. So, in this case, whether we can get any relief. And whether that personal guarantee bond signed by my father is executable in favor of college (do we really have to pay fees for entire course duration?). The university is from Rajasthan state and I am from Maharashtra state. So, whether, I have to file complaint in Rajasthan state or can I file it in Maharashtra state also. Please help me.
