Extraordinary Leave for CCS Group A Officers

I am a central govt Group A officer under probation. I was appointed in Dec 2015. I applied for 3 months EOL to continue my masters from January to March. I joined for a day in April and again went on EL for 45 days and also requested for EOL for 3 months. The competent authority has rejected the application citing that I am still on probation. So my two questions are: 1. CCS Rules 1972: Rule 32(2) states that Unless the President in view of the exceptional circumstances of the case otherwise determines, no Government servant, who is not in permanent employ or quasi-permanent employ, shall be granted extraordinary leave on any one occasion in excess of the following limits. What does this any one occasion means? Does it mean only one occasion in entire service ON probation? Or does it mean that after taking 3 months EOL and joining back, I am eligible for EOL again. 2. CCS Rules 1972: Rule 33(2) states that A person appointed to a post on probation shall be entitled to leave under these rules as a temporary or a permanent Government servant according as his appointment is against a temporary or a permanent post: Provided that where such person already holds a lien on a permanent post before such appointment, he shall be entitled to leave under these rules as a permanent Government servant. My appointment is done against a permanent post. After satisfactory probation period of two years, I will be absorbed as a permanent employee. Hence, Shall I be treated as a permanent employee ? and accordingly can I apply for leave without pay for maximum period of 5 years. I want to stay from January to December. Is there any other way?
