Regarding Seniority and promotion in Government undertaking

Since my eligibility of selection on merit on rural quota was not considered by Personal Section (PS) of KPTCL(Govt of Karnataka undertaking) for appointment as Contract Assistant Engineers(CAE) in employment notification dtd. 07.05.2003, approached HHCK. Following order dtd. 24.10.2007, appointed me as CAE from 17.03.2008 persuant to my application for said notification. My batch of notification 07.05.2003, got appointed in 05.11.2003 as CAEs (all procedures of regular appointment were followed by KPTCL, due to financial crisis appointment on contract basis), got regularised from 30.04.2007, got promoted on 10.07.2012. Since personal section not regularised my service, once again filed WP in HHCK. HHCK in its ruling directed to regularise in the cadre of Assistant Engineers, since act of discrimination by them although I am of said notification. But PS regularised me from the date of the order i.e, 08.03.2012, Not granted seniority on merit in the select panel of said notification, no arrears. Although am eligible for promotion since my juniors of said batch got promoted, not given promotion to me. No endorsement for my representations thereon. Being aggrieved by the action of the PS in not granting seniority with consequential benefits and promotion, once again filed W.P. in 2016, but PS still not filed the objection, my advocate failed to move in court for hearing from 8 months, not even collected any supporting HSCI judgements. All are in opinion that is genuine case, since PS not considered my eligibility, and delayed in giving appointment. The preliminary delay on part of the PS has a cascading effect upon my prospects. Could I get any HSCI ruling for granting seniority on merit of selection in the panel selected under same notification, and also for consequential benefits. Kindly help me/guide me in this regard..
