Regarding animal re-location!

Hello, this is really urgent and need help, please respond asap! Heres the case - my uncle yesterday had a scene in his society where he paid some society cleaners money, to take away some stray puppies litter to another area, as there were too many dogs emerging in the society and they create a ruckus by barking and running behind people! Rest assured, there was no violence or ill treatment to the animals as the puppies were harmless they were simply picked up and left elsewhere on a bike in another place and were planning to do the same to a female dog, who keeps producing litter all year round and creates lot of dogs that later harass senior citizens by barking,growling as they are stray dogs, and some senior citizens including my uncle, who are all law abiding tax paying citizens of India are harassed. They cant even go for an evening walk because of soo many dogs. So, Now after doing this some neighbors called up an Animal Board of Welfare officer and they threatened the workers to be given to the police if they didnt get the puppies back, and being scared they got 3 out of 4 puppies back! The officer now says to get all the puppies back even the 1 thats not found or else he will complain to the police, file charges and the servants and people who incited this shall be imprisoned,(this includes my uncle too), in our defense, The female is not even sterilized nor does it have a collar! And I think the people who care so much about the female dog and puppies apart from feeding them and showing partial love, should know better and get it neutered/spayed first! (as it also increases lifespan and is healthy plus it wont reproduce anymore, as the puppies anyways die either of starvation or getting hit by cars,that time they wont feel bad! Also once they grow up the people who complained should collar the dogs and keep them in their building, as they claim they are their dogs! What is right here? Is this fair? Are senior citizens (in this case my uncle) who pay tax be confined to their houses just because some stray dogs who keep re-producing! Please provide some feedback.
