Sale registered at Higher amount (guidance Market value)

A. Guidance Value for a property- Esteem Splendor (Adugodi Village, Begur Hobli, Bangalore, Behind Madhuban apartment- 560030) b. In the website (http://202.138.101.165/karigr/aspx/marketvalue/PropertyType.aspx), price ranges from Rs. 44000 sq. metres to Rs. 66000 sq. metres. (approx.) for adugodi Area. c. I spoke to the sub registrar office, and I was informed that the prices are increased from 1st April 2017, but the same does not reflect in your website, can you please tell me the current guidance value for the property listed above. (as per the website, a notification is out for public opinion for change in guidance value of 2017-18, but the details of its implementation is not yet know to anyone.) They have charged me with the new rates (Rs.90000 Sq Mts while the old rates as per the website was Rs.65000 Sq Mts. there are no Notifications but just the sub registrar was on the point that its been updated from 1st April 2017. Please guide: a. How to know the current Guidance value in bangalore b. If the new rates are just out for public opinion, can the sub registrar levy stamp duty based on such rate? c. if i am being charged extra ( Approx Rs. 2.5 l stamp duty extra), can i claim it back based on the old rates , if yes how?
