Fitment possession of Flat in Pune Wagholi

Hi All, I have bought a 2 BHK flat in Pune Wagholi area, this area is still in Gram Panchayat. My flat was registered on 3 April 2014. The project is getting done almost in the final completion phase. The builder has raised the demand for final 4% remaining payment and has asked me to take Fitment possession. He has also asked me to pay the maintenance charge of Rs.2/sq.ft as per agreement. I have paid all my installments to builder on time and my 36 months period will be over on 3 April 2017. Looking at the pending work of lift, garden, gym etc. it seems that the project will take another 3- 4 months to be fully completed. Builder is ready to give fitment possession letter which i can use for tax exemption. I am not in a hurry to take possession as project is will take another 3 - 4 months to be fully ready. Details of Project 4 towers with commercial shops 2 Towers are built (my flat is in one of them) few work like amenities & other work is going on. Construction of other 2 towers has not tarted yet, it will start in couple of months and will take another 3 years to complete My questions are 1. What is fitment possession? 2. Should I pay 4% remaining payment and take the fitment possession? (I am not in a hurry to take possession so I can wait till all the work in completed) 3. Builder has not applied for OC yet, he says he will get the OC in 2 months 4. Should I pay 4% amount now (totaling 100% payment to builder) and then wait till all the work is completed and OC is applied and then take possession with paying the maintenance charges then? 5. Can I stay in the flat if the OC is not applied or has not been received? I met the builder last week and I told him that I am not in a hurry of possession, so he said pay the 4% remaining amount and take the possession after 15 April 2015. I am not sure if the project will be fully ready by then.
