Circle and Sub Inspector are violating the order of court

Dear Sir/Madam, Myself Sandeep and I'm having a land of 26.4*18.2 mtr and I have built a home in that but in front of my house still 15feet is remaining the next to our property is the road as per records. But the defendants are threatening us by acquiring full road along with our 15feet where which is infront of my home. We have bring the TI, when we lodged the complaint in police station they haven't taken any action against them as they said we cannot interfere in civil disputes as per court orders. So we had prayed in court to provide direction to police for protection to our property and the road situated towards the eastern side of suit sheduled property. As per our pray court as ordered as below: "The Sub-Inspector of Police, X Police Station is hereby directed to provide protection as prayed in the present application to the plaintiff in respect of suit sheduled property and in using the said road" Now we have given this order copy along with the issues saying infront of my house defendants had put stones and hedge and also acquired the road they are not allowing us to remove hedge, stones and using the said road, please provide us the protection as per court order, we will remove hedge, stones which they had put and then we can go to the road and use it. But Police is saying no we cannot give protection(He is thinking that defendants are SC) , they are saying this is not an EVICTION order to give protection. So now my question is Police is violating the order of the court and he is also not giving endorsement. It's been 3 months we lodged the complaint to Police and now defendants went to EO by saying some illegal matter to him and bought an stay from EO though the case in Civil Court!. Somebody said me that Highcourt has ordered 15-Nov-2018 that when case is in civil court , EO or Revenue Courts should not interfere in that but still he has given them a stay. Now I have 3 questions please! 1) What is the order of high court on 15-Nov-2018 2)What to do next with Police 3)Can EO interfere when case is in Civil Court. Please help me..?
