University evaluating exam papers improperly affecting students

Jawaharlal Nehru Technological University - Hyderabad (JNTU-H) is evaluating exam papers of students studying B.Tech improperly, resulting in a large number of students from its affiliated colleges getting extremely low marks and top students have even failed, even though they claim that they've studied well. Personally, I've got only 6 marks out of 75 in one subject in which I failed and in other subjects that I've passed, I got pretty low marks even though I attempted everything in all the subjects. I'm a brilliant student and I've got over 90% in internal exams and I even have a few online course certificates from top universities in the United States. They charge ?1000 for revaluation (where they claim to revaluate the script again and update marks if increased) and ?10,000 for challenge valuation (where they invite the student and a college faculty member for revaluation in front of them, update marks and return ?9000 if marks increased by a certain percentage), but even then, the majority of students report that they don't get marks after doing all these things and paying all the money. This is not something new; this is going on since years. But this time, the marks are outrageously low and students are angry. Online petitions have been started and Telangana State's IT Minister has even taken cognizance of the matter today on Twitter. They also do not respond to RTI requests. By law, they are required to provide information to students as they come under RTI being a public university and even the students' answer scripts come under 'information'. But they are either claiming that such information is 'confidential' or they are simply not replying to such RTI requests at all. Also, in October 2009, they claimed that they will make sure to provide 80 answer scripts per evaluator for 8 hours according to their rules, but in May 2016, they claim that according to their rules, they provide 120 answer scripts per evaluator for 8 hours, which is 150% of the previous claim and a lie. Such hiding of information and mismatching claims might be illegal, apart from not following proper procedures while evaluating. I've got these claims from a few articles on the Times of India, whose links I can provide on request. Can the students take any legal action against the university? If yes, how? JNTU-H is a state run public university. Do you advise students to take legal action against the university or should they resort to other measures like peaceful protests instead? Is something like a class-action lawsuit possible? What would you advise students those who are confident that they can get good marks to do in this situation from a legal perspective?
