Dead-end road issue

I have bought a corner house under gram panchayat in the year 2012. My house is the last house of the venture layout beside which there is another venture. As per the layout of my venture is closed. This is a five lane layout consisting of 40 houses out of which 4th and 5th lanes are dead-end with no road coinciding with the other venture layout. The remaining 1st, 2nd, and 3rd lanes connecting perfectly with the other venture lanes. But, the other venture people (the road is closed in that venture as well) did not let me close the road and started arguing for the road. Where there is a dead-end, I have my drainage and a govt. street light should come (which never came because of other venture people influence, rest of the lanes has this) and on the other end, the other venture house ramp is there. My colony road is blocked by other venture house. Their colony road stops at my drainage. None of the two colony roads coincides.I cannot park my vehicle outside for a minute. Multiple time they hit my drainage and damage it and no one takes accountability of the expenses. Neither my colony association which supports other venture people and want it to be open not the other colony people. I closed the road by 1 feet to protect my drainage (the dead-end road is about 6 feet open) so that only two-wheeler can go and people can walk. They keep harassing me for the road and threaten me treating that I am a woman. I went to Gram sarpanch and complained. He also want it to be open so atleast a two-wheeler can go and says that it is not an HMDA final layout. I don't understand how to get out of this situation. I have building permission, pay tax.
