Reflection of name change in certificates

Hi Lawyers, I have come across a forum question in Kanoon.com which you can refer by clicking this link https://goo.gl/GrCuaN as a back ground of my question I also wish to state that a lot of people change their names for a lot of reasons. change in religion or caste, correction of an erroneous spelling etc are some of them . and people change names for just to bear the name they love than given by someone which doesnt seem to reflect their personality. now, my question is that on a lot of occasions including state and central government's competitive examinations, UPSC, combined defense exams and a lot other exams and tests in india it is asked to fill in the name of applicant on the given form ( both electronic and paper) AS IN THE SSLC/HSC CERTIFICATE. I repeat , it is asked to furnish THE NAME AS IN SSLC/HSC CERTIFICATE. there is no column for any clarification etc. when given electronically, most of the times the candidate is rejected outright as his/her names contradicts with the name the sslc/hsc certificate bears . he/she does not get any chance to clarify the same. in paper forms mostly the candidate is left with no privilege to know that he/she is rejected due to the contradiction in names because no government body bothers to inform them if they are rejected in most cases. a certificate should reflect a persons identity at all the time he holds it. not only when he was granted it. and when a certificate is cross verified in coordination with the issuing authority , it should be updated as per the person's current identity for an accurate verification process. i know a lot of points of my arguments fall in the need of legislation. but I request the respected lawyers to work up on a solution to get relief of 1000s like me and the guy who asked the question in my link who happened to change their names for some reason.
