Mental Harassment

Dear Sir/Ma'am, I have recently joined an organization in Sector-59 Noida. My joining date was 12th Dec'2016. However, due to constant pressure and unmanageable behavior of the COO (my reporting manager), I had to resign from the organization within a month. My resignation date is 11th Jan'2017. As the COO was a pro in shouting over his employees and creating scenes, while I am completely opposite to it; so,I didn't want a face-to-face discussion with him, I sent my resignation through email.The organization accepted my resignation the same day. However, when I asked about my Full and Final settlement, the HR told me that I needed to serve a notice period of 15 days which I didn't serve and hence, I am not eligible for the FnF procedure. But when I pointed out that, organization never told me about the 15 days notice period during the probation period, the HR person said that its mentioned on the appointment letter. However, as they never gave me the appointment letter, they will waive off the notice period. (I had only received an offer letter from them at the time of joining). Yesterday when I went to submit the company assets and get my FnF done, the COO started shouting on me as of he had some personal grudges against me. Not only he harassed and humiliated me in front of other people, but he was infuriated with the fact that I had resigned from my job without his consent. He also said that it would have been better if he would have fired me! The HR also told me that they can't commit about the FnF now as the COO was my reporting manager and until and unless he doesn't sign my FnF form, I won't be able to get the amount. Secondly, the HR also said that it would take approx 60 days to complete the FnF procedure, even though it hasn't been mentioned in any of the documents provided to me. I am really fed up of their games and despite of trying, I'm unable to shake off the image of the COO shouting on me. Ho doesn't have any right to keep shouting on his employees just because they resigned. This is not the professional way to handle things! I seriously want to take some action against him and want to let him know that just because normal people are not good with shouting, doesn't mean that we cant do anything either. I want to go ahead with the mental harassment case against that person, if its possible and take every possible action against him. He doesn't have any right to keep shouting on his employees and due to his constant shouting, many other people too have left the organization. My main concern is, prior to this organization,I had an experience of 4 years working with a single and same organization. I had a good track record but now my resume and work experience isn't decent enough as I had to leave the job within a month.I have to also take care of my expenses on my own,which is again a problem for me as within a month,I am jobless now and I don't want to leave them without making them pay for it.
