Settlement of fathers house

Dear Sir I am living in a city in Rajastan. My father having two sons (elder one me) and one sister. Father is 75 yrs mother 66 yrs. My father owns a housing Board house (nearly 200 Sq yards). Me and my younger brother both are in service and living in different cities. I own a flat in city where my service is. My brother dont have a flat and he is living in rented house since last ten years. Now my younger brother asking my father to support him in purchasing a flat in two ways- 1. Fathers to sell the house and take flat in city where my brother lives and mother father and brother can live together in that city. 2. Father gift his home to me (they will live there forever till their life) and I take a property loan worth Rs 15 Lacs and give it to my younger brother that 15 Lacs (50% of market value of house) and he will purchase a flat by additionally taking loan 12-13 Lacs at its own and purchase a 1 BHK or 2 BHK flat worth Rs 27-28 Lacs. My question is- - Is there any other option - As my father is unwilling to relocate and leave the place of origin in that view if 2nd option is chosen then is it legally possible and how much additional costs will be in form of stamp duty etc. Also my sister is askng some comensation from me for taking property gift from father. What compensation should I give which shall satisfy her. Regards Pankaj Sharma
