Partiality in regularization of services by H P Powoer Corp Ltd

About 150 employees of different eight categories such as Asstt Engineer, Asstt Finance Officer, Asstt Personnel Officer, Junior Engineer, Junior Officer (F&A), Junior Officer (R&R), Computer Operator, Steno etc were appointed by HP Power Corporation Ltd. a State own PSU in the year of 2008 on contract basis on same contract and same terms and conditions except different salary package categories for one year likely to be extended for further three years. After one year the services of all the employees except Junior Officer (F&A), Junior Officer (R&R) & Computer Operator were regularized by the Corporation and the services of left out three categories were extended on contract basis. After making all representation to management we go to the court of law (HP High Court) in 2011. High Court make an order in to Corporation for considering our case on the parity with other categories at its level, but the Corporation demand from the court for final order and the case could not be resolved fully at High court even after a few hearing. In the mean time the Govt of HP establish the HP Administrative Tribunal in 2012 and our case sifted to the Tribunal. The Tribunal take a long time for become functional. After along time our case listed for hearing for three to four time since last three years but no hearing held in tribunal due to one reason or other during this period. Only our case listed for a specific date but no hearing held in court. During this as per HP Govt policy after completion of six year contract services we have been regularized with initial pay of the post. Now we are serving on the salary which our colleague has drawn in 2009. Now all our colleague who were on equal rank has got two to three promotion also and we are still looking for justice. Now what we can do? whether we have any remedies for being not heard at Court? Can we go for higher court? What you suggest?
