Common areas maintenance cost

We have multistore complex where builder has built phase wise towers, calling each phase 1,2,3. He has a programme gor next 5 to 6 years minimum of carrying out contruction for more phases of which construction is going on. He has already made societies for two phases and handed over the buiildings to the society of each phase. Now these two societies, who are running their own maintenance, are refusing to pay for common area expenses like common road lights maintenance and electricity charges, gymnasium, pool etc. I want to ask since builder is carrying its construction works heavily which may take as much as six years, and till he does not finish and hand over all remaing phases to their societies, isn't it the resonsivility of the builder to bear expenses of the common areas like road maintenance, syreet lighting, maintaining lights, parks and common facilties. Now the residents of Phase 1 and Phase 2 are refusing to pay for common areas expenses like main gate, common roads, gymn, pool.
