1. The legal abr or restrain is in transfer of minor's property.

2.There is no bar to make improvements of the proeprty by his legal guardian.

3. So to do this he need to take permission of court as prescribed u/s8(1) of Minority and Guardians Act or u/s25 of the Guardian and Wards Act.
