• Procedure to Apply for Land Regularisation Scheme (LRS) in Andhra Pradesh for Deceased Mother's Property

Dear Sir,

we would like to apply under the Land Regularisation Scheme (LRS) for a plot owned by my late mother in Andhra Pradesh. I have her death certificate and our family certificate, which includes my father, my elder brother, and myself.

Kindly let me know the procedure to apply for LRS in this case without transferring property on our name.

LRS is an administrative/regularisation process under the Andhra Pradesh Regularisation Rules.

Regularisation of succession or mutation. LRS approval regularises the layout/plot (planning/penal charges paid) — it does not automatically change revenue/mutation records or settle succession among heirs. After LRS approval you (the heirs) can apply to the Revenue/MRO office for mutation in revenue records / transfer among heirs using the legal-heir certificate and LRS order.

Collect the original title/sale deed of the property (dated prior to August 31, 2019, as per LRS 2020 rules for eligibility), property tax receipts, and an encumbrance certificate.

Dear Client, in Andhra Pradesh, if a property owner is dead, the legal heirs proof of ownership can apply for the Land Regularisation Scheme (LRS) without first having the property transferred. You will need to apply in your deceased mother's name and submit piece of evidence documenting her ownership along with her death certificate and family certificate identifying all legal heirs. When you are completing the LRS online application (on the official LRS portal), in the property owner's details section, you can note that the owner is deceased and the application is being signed and submitted by legal heirs. You will need to upload supporting documents in support of the application including a sale deed/plot documentation, property tax receipt, encumbrance certificate, documents evidencing death and family certificate and your Aadhaar as the applicant. Dear Ram,

You can apply for LRS in Andhra Pradesh even though the property is still in your late mother’s name, because the legal heirs are permitted to file the application on behalf of the deceased owner. Since you already have the death certificate and family certificate showing the legal heirs, those documents will be accepted as proof of succession for the limited purpose of filing the LRS application. A formal transfer of title into the heirs’ names (through legal heir mutation or a registered deed) is not mandatory at the time of applying, although it will be required later when the land records are updated.

You will need to collect and submit the following documents: (1) death certificate of your mother, (2) legal heir certificate listing you, your father and brother, (3) the title/registered document showing the land in your mother’s name, (4) basic revenue records such as survey number, adangal/1-B, tax receipt or property extract, and (5) identity and address proof of the applicant-heir. One of the heirs can apply on behalf of all, but it is advisable to attach a simple consent letter signed by the other heirs so there is no objection later.

The application is generally made through the local MeeSeva or ward/secretariat office (depending on whether the land falls under municipal or rural jurisdiction). The form requires details of the plot, its extent, category of land, date of purchase, status of layout, and the applicant’s details. Fees for regularisation depend on the land value slab and plot size, and are payable at the time of application or later on demand. Once filed, the authorities will verify eligibility and issue an acknowledgement. After scrutiny and approval, a regularisation order will be issued in the name of the deceased owner, noting that the heirs have applied. Only after that stage will you be required to update the title through mutation or a succession deed.
