1) your first degree of Bcom is valid
2) you should not face any problems in document verification
3) i presume university is recognised by UGC

Sir I have done my Bcom degree from Bangalore university in distance education completed in 2013,now i 2016 have joined B A in distance education from Bangalore university now, mean while i have written my state service exam for that i have given my Bcom certificate,if i clear state service exam i while not have any problem if document verification happens, i want to know doing 2 different degrees from same university will face any problem and my first degree is valid for job are not i want to know.For completing my B A it takes another 2 years in that time i will be using my Bcom certificate for applying government jobs if i use there will be any problem.the rules allow this i want to know.

you can use your B.Com Degree certificate for applying Govt.Jobs.The courses offered by Directorate of Correspondence Courses & Distance Education of Bangalore university is valid. 2 different degrees from same university in two different times is not a crime.
There is no bar to purse and obtain two degrees from the same university one after another. IN your case you completed B.Com in 2013, whereas you enrolled for BA in 2016. There is nothing illegal in this. You are free to use your B.Com degree to apply for job. Just do not make any false representation.
GRADUATION IN TWO DIFFERENT SUBJECTS FROM SAME UNIVERSITY IN MOST CASES NOT ALLOWED.
So check the rules and regulations of the Bangalore University. It is not permissible in most likely condition.
So submit one degree and continue to use the other one, the first one.
Later on if you are found to have both degree the recognition of both the degrees may be taken away.
There is no bar in getting umpteen number of degrees from the same university.
It is not simultaneous and by suppression of certain facts that wold enable for procuring admission, hence it is valid and legal.
