Hi, I am staying in a flat, due to lockdown my flatmate had to shift to his hometown, he let out the flat to a girl on the terms she would pay him to rent partially and the utilities like the maid, society maintenance and electricity expenses she would pay to me. My friend left in August, the girl moved in from September, and she left in November starting, she didn't stay for the period of October but her room was locked as she was in her home town. We don't have anything other than her mobile number, and she is not paying the shared expenses society Maintainance, maid charges, and electricity charges. All we have is her phone number, and no ID proof she came from the reference of a colleague who also doesn't have any ID of her. The girl in question has blocked me and my friend phone number. I want to ask if I can file a legal notice on base of a phone number, we have her whatsapp messages screenshots to proof the terms she said that she would bear the shared expenses Also how can I send the legal notice to her?

Send her a legal notice through another number stating that criminal complaint would be initiated against her if she didn't turn up and pay her dues.
