• Signing on attendance register during lockdown

I am a government school teacher in west bengal. As we all know that schools are closed during lockdown but mid day meal (uncooked rice and potato) distribution is getting carried out on particular dates every month. Now my question is the teachers who are attending school for the above purpose are eligible for signing on the school's attendance register on dates when the distribution is going on as some Headmaster/mistress are of the view that such days are not working days as schools are closed during lockdown and signature is not allowed in lockdown. But government officials are attending office as per duty roster and they are getting their attendance registered . So why aren't we teachers allowed to put signature on attendance register when we are attending a specific duty entrusted by government on us

1. If attending school for the purpose of distribution of mid day meal is not considered to be an official attendance nor it is attracting any extra remuneration , the decision if the school authority doesn't suffer from any ambiguity. 

2. Now if there us an additional duty to keep accounts of food items distributed then putting signature on the account register must be compulsory. 

3. In any event if you feel aggrieved by this decision you can bring attention to the District Inspector or Education Department.

You should also get chance to put your signature on register if not need to complaint to higher authority for the same. Otherwise you need to inform the same to educational dept

Since schools have been closed down due to lock down signature of govt teachers is not required 

 

for distribution of mid day meal teachers signature is not required unless there is direction laid down by govt that teachers have to sign

2. In your case the school is closed officially.

 

3. Do you have any written instruction for attending to the  said mid day meal distribution program?  If yes, then ask your Head Master whether any remuneration will be paid to you for giving the said service or not. If yes, your attendance can be recorded for that specific purpose only and not for attending the school which is closed for taking classes.

 

4. Government officials are attending offices for doing the official job allotted to them whereas in your case your school is not functioning for the purpose for which it has been established.

Since lock down has been extended in West Bengal till 31st July teacher can resume duties only on schools being reopened 

 

as far as resumption during mid day meal scheme us concerned seek necessary clarifications in this regard from school authorities

2. If no, then you are already getting payment for the entire month without taking any class.

 

3. If teachers and non teaching staffs are not specially selected to attend the said program and all are directed to attend it, then all eligible teachers and other staffs can attend to it.

She have to give joining on next day of her leave off.

No extra payment payable for this duty and to resolve your issue, complain to district inspector or collector.

And I think after covid, this period will not waive to count working days, whether sign register or not.

Schools are officially closed therefore there is no question of attending the duty or signing the attendance register.

This is a special task for which the midday meals workers shall be there to take care.

If the teachers are asked to come to school for this purpose then demand additional  remuneration from the school authorities for this or ask them to give it in writing instructing the teachers to attend the school for this or any other purpose while the government has passed an order to close all the schools.

You may seek necessary clarifications in this regard from school authorities 

If teachers and non teaching staffs are not specially selected to attend the said program and all are directed to attend it, then all eligible teachers and other staffs can attend to it.

Since this would be an additional duty or extra duty, signing the attendance register may not be necessary, an instruction in writing from the school authorities may be sufficient for claimning the extra remuneration.

The teacher or the staff who went of maternity leave cannot resume the duty while the schools are closed by an order of the government in this regard.

Have you been directed to attend the school for this purpose in writing or by a circular, if so, you may first attend the duty assigned and then you can ask for the additional remuneration, if you are eligible  as per the government orders.

The mid day meal is a special campaign, and that, when the schools are closed due to lock down for mid day meal program, there is no need for signature.

However, you may get it clarified from DEO / HM.

- Since, the said direction was from the government and hence the teachers were bound to comply the same . 

- But, as the teachers who performed their duties of distribution of meal , should prove their presence in the school during the lockdown , after registering attendance ,like in other states and in Delhi, where the teacher of such duties were having register to mark their attendance. 

- Hence, the teachers who are attending school for the above purpose are eligible for signing on the school's attendance register on dates when the distribution is going on , otherwise the other teachers who were not available for giving such services in spite of having direction , will be also considered as they were present to comply the order. 

- You should send a written complaint before the inspector of school after raising this issue.

1. Yes teacher who are attending school during period of lockdown can mark their attendance in the register. 

2. If there is inspection of register for checking of presence of teacher during period of lockdown then how will a teacher prove that he was present at that day if his attendance is not marked in any register. 

3. You can tell above point to headmaster of school that what if some officer comes for inspection then he will be under scanner for not asking his staff to come on duty.
