From examining all the facts of your query I want to say that-
These cases are very common in various Courts of India and Supreme Court of India now. You may be one of the Candidate who wish to appear in these entrance examinations. You might know that one Public Interest Litigation (PIL) against Central Broad of School Education (CBSE) is filed in Supreme Court which is titled as Amit Bathla vs. Central Board of School Education (CBSE). During the hearing of this case on 17th June 2020 Central Board of School Education informed the Supreme Court judges that Central Board of School Education is in the process of taking appropriate decision with regard to the subject matter of this Petition very shortly. Now, this case is pending in Supreme Court and is listed on 23rd June 2020 (Tuesday). These exams are likely to cancelled.
I feel it is pertinent to mention here that amid growing clamour that the remaining Central Board of Secondary Education examinations be cancelled and dates for crucial competitive tests for engineering and medical colleges across the country be postponed, the Union Human Resources Development Ministry is having a rethink and may announce the cancellation of the CBSE examinations early next week. The ministry had announced last month that the remaining CBSE Class X and XII board examinations will be held between July 1 and 15. It had also said that the Joint Entrance Examination (Main) will be held in July 18-23 and the National Entrance cum Eligibility Test on July 26.
Considering that these tests are extremely important for lakhs of students looking for careers in medicine and engineering, not holding the examinations is not an option. But the question is how to hold the exams while ensuring minimum risk to the candidates and teachers. Students have argued on social media that JEE Main 2020 and NEET 2020 should be postponed considering the rising number of COVID-19 cases in India.
I have dealt with such type of cases in Supreme Court for the public good. Now, if appropriate decision regarding JEE Main 2020 and NEET 2020 is not taken then you and all the aggrieved parties can file a Public Interest Litigation (PIL) in Supreme Court. Court is likely to interfere in such matters. The Court has, in the past, come to the rescue with humane and caring directions, which incidentally, added to the legitimacy and credibility of the Court. The chief objective behind PILs are ensuring justice to all and promoting the welfare of the people. It is generally used to safeguard group interests and not individual interests, for which Fundamental Rights have been provided.
