Any attempt through legal forums may further delay your process. 

Therefore without losing hopes,  you pursue your best efforts through your own sources. 

You can approach CM of TN by sending message to his private cell. 

It takes around 10 days or so for issue of e pass 

litigation is expensive proposition 

Court orders passed by HC would be for Maharashtra only 

1. As per the home ministry direction to travel in or out of state epass from collector is required after a valid pass from your DM you may travel to Maharastra and return back.

1. You may have to apply for epass afresh once again. 

The pass in your possession is not valid beyond the date of its validity 

2. The lawyer fee for the proposed case before high court may be enquired from the lawyer who you would choose to engage for this service. 

You may not get any immediate relief even if you approach high court. 

There are thousands of such people who are stranded across the country,  hence court cannot interfere in all the cases. 

You can approach court only if there was any injustice done to you in this regard. 

Hence you may decide that whether it would be advisable to waste your time,  money and energy on this by approaching court.

In Maharashtra if someone goes from another state than that person have to be quarantined for 14 days as per state policy. So it is kinda not possible with the epass system.

I advised you for not going to court because court will/may order for following the State Guidelines and for that again you have to be quarantined for 14 days in the Maharashtra. 

You could get an effective order from Supreme Court of India in a Writ Jurisdiction directing both the States to issue E pass.

It may take two to three weeks time with expensive fees of Senior Lawyers and Consels.

You have another choice to folr writ under Articles 226 and 227 making necessary parties as The State of Tamil Nadu ,Advocate General of Tamil Nadu and Additional Solicitor General of India in Tamil Nadu to issue E pass by Central Government and Tamil Nadu Government directing Indian Highway Authorities to validate your to and fro journey from Tamil nadu to Maharashtra State and viza Viz .

This may take two weeks time or may be decided within a week depending upon availability of High Court Judges in Chennai High Court.

You may use  Twitter to address your grievances to Central Government and may succeed to get E pass.

You may install Arogya Setu app and get E pass from Tamil Nadu and Maharashtra simultaneously.

1. The situation of Covid 19 in Maharastra is appalling for which the authority might have not responded to your application for e-pass.

2. I would suggest you to give another try by filing for epass again online or follow up with the authority of Maharastra for issuing you and your wife and child epass for your travelling to Maharastra and their travelling to Arani.

3. Since it is concerning two different states, you shall have to file a petition against Maharastra Government for not issuing epass to you and your family before the Supreme Court.

If the e pass is still pending then you should wit for the decision of the government. Your family is safe there and hence don't panic.

Ask them to make an e pass for you to come and go back. The local collectorate will issue such a pass.

I think you should wait for things to calm down. Small babies are at greater risk and hence if there is no problem for her there then let her stay there for a month.
