I have purchased a flat in apartment of 99 units. I have registered the sale deed in October 2018.Till now builder is not taking steps for providing the A-khata for individual flats. I am planning to apply online in BBMP Sakala site for my flat individual khata. I am not sure if builder has to register or has to complete any process before i apply for my flat individual khata. Please advice how i proceed.

1. To apply online you have to carry your photo ID, address proof, sale deed, latest tax paid receipt, Khata of the land on which the apartment complex is built. You can go to any Bangalore one center and get the required documents uploaded.
2. In case, you wish to go to BBMP Office personally, then obtain the prescribed application form,and fill the details and submit the same, alongwith a copy of sale deed, latest tax paid receipt, Khata of the land on which the apartment complex is built, to the jurisdictional Assistant Revenue Officer in person with the prescribed fee of Rs.125/-.
3. The builder's presence is not necessary.
Builder has got the OC and he has shared the copy. However is there any requirement of Completion Certificate(CC) for Khata.
CC OC both are important documents. For A kahta transfer, BBMP may demand, So arrange that also from builder.
Get a khata application form plus copies of 5 documents (betterment charges receipt, building sanction letters, title certificate, sketch of layout)
3. Get copies of the following notarised: Sale deed, Form III (if you have), Possession Certificate (if you have),
4) Tag the application to the notarised documents, EC, latest property tax receipt, plan of the flat, along with the common documents and submit to the local ARO Office. Get the acknowledgement slip back. It should be stamped and signed with submission number.
5) Demand note indicates the amount you need to pay as khata registration fee
Since Occupancy certificate is available, the authorities may not insist for completion certificate.

Still if builder doesn't provide, file a case in consumer court.

As per the SELF ASSESSMENT OF PROPERTY TAX FORM /RETURN in BBMP, our property is currently is reflecting with description and " XIII - Excess Vacant and Vacant Land not built upon" Which i understand that the Builder or LandOwner still paying Property Tax for vacant site till date. From when the builder or landowner suppose to pay Property Tax as constructed Building. Also till what date Builder/Developer or LandOwner suppose to property tax for whole apartment building and the from when the individual flat owner needs to pay property tax. Please let me know.

Khata Transfer is an important to-do to complete the set of official property documents. Khata Transfer is also important for paying the property tax and avoid incurring any fine for negligence.

The Khata certificate and the Khata extract are together called the A Khata.

Below are the property documents which must be attached along with the filled application form:
(i) Notarized Sale Deed
(ii) Paid up Betterment/Improvement Charges Receipt (collect this from the builder)
(iii) Latest paid up Property Tax Receipt (it is possible that you have been paying property tax after registration of your flat. In this case, you need two receipts (a) the latest receipt paid by you (b) the last receipt paid by the builder before registration)
(iv) Encumbrance Certificate (get this from the place where Sale Deed Registration took place)
(v) Occupancy Certificate (collect this from the builder)
(vi) Conversion Certificate (collect this from the builder)
In the Khata Transfer Reference BBMP mandates document number (i) – (iii) to be attached to the application form. However, certain panchayat offices require rest of the documents as well. It is advised that you collect all of them so as to have a complete set of your property documents.
The official Admin fee to be paid is 2% of the Stamp Duty payable by DD in favour of Commissioner, BBMP.
After the application is submitted you need to wait till a Khata Transfer Order arrives. You are informed once the order arrives, after which you need to make the payment of the property tax due and apply for the Khata Certificate and the Khata Extract.
Officially, the whole process should take 20 working days.
If the builder is delaying to procure khata yo may apply for it yourself.

All property owners under the BBMP jurisdiction are required to obtain a khata. While it does not necessarily confer ownership of a property, a khata enables an owner to pay his property tax.
A khata requires OC as a document to be attached by the builder. it is a mandatory rule to procure OC and occupying any flat without OC is illegal. regarding A khatha for each flat, please note that without OC it is not possible to procure an A khatha. if you plan to sell your property, in future it will be surely a problem as many buyers insist on having an OC for the flat they are purchasing
