You should send him a message stating that if you don't respond to my messages or don't provide exact status of dog delivery then I am going to lodge an FIR against you.

He will definitely revert you with status of dog. Or return your money. 

File police complaint against dog breeder for cheating ,criminal breach of trust under section 406, 420 ofIPC

At this stage, you are suggested to serve a legal notice to give you puppy or to return money with interest within next 15 days. If not done by him, file case in court for recovery of money or specific performance against him.

Send him a last and final reminder email. In case he still chooses to ignore, send him a legal notice calling upon him to forthwith return your money, or to handover the puppy to you within a week. File a cheating case against him invade he chooses to ignore the legal notice. 

Submit a complaint to the police station giving all the details of your transactions . They will inquire from the seller and then the local police will register a criminal case against him. Under this pressure, seller will return your money. alternate you can file recovery of money suit along with interest. 

It's a case of cheating. You can file a case of cheating against him. You can also go to consumer court if he is seller

You should send a legal notice to to the person if the said person refuse on notice to refund or provide you with dog. You have to file suit to recover the amount.

Also you try by giving police complaint before the local police station.

Issue notice to him asking him to repay or give the puppy. 

If he fails to respond lodge police complaint. 

You can make police complaint FIR u/s 420 crpc for fraud transcation. Once policemen will him in police station and tell few points as you have proof of payment as well.

1. serve him/her a legal notice to complete his part of agreement or in contrary be ready to face legal action

1. If the supplier is silent on your supply of the puppy then probability it is not in a position to deliver the puppy in near future.

2. In that event you are entitled to cancel the deal and demand your money back.

3. If he does not refund your money then you can file a case for cheating and civil suit for recovery of money. 

File police complaint of cheating.

1. Does the breeder have license in the first place? If not, then he cannot breed much less sell the pup. Further, puppies below the age of 2 months cannot be sold in the first place.

2. File a criminal complaint for cheating and criminal breach of trust against him under Sections 420 and 406 IPC. A suit for recovery can also be filed to recover the amount paid to him with interest and cost of litigation.

You can lodge a criminal complaint against the breeder with the local police where he is residing.

Once the police is summoning him to the police station, then he will automatically pay you back the amount he collected from you.
