You can give student notice regarding pending fee and levying penalty on same in case they fail to pay fees you can give legal notice and without no des deny giving them degree and certificate.

Sir iam running a private junior college in rural area..till now 660 students are passed out in that 250 students are still not taken the certificates because of their fees dues..we were informed the students about the feea but they are not showing interest to pay the dues..i should get minimum of 10000 rupees from each student..so is there any way to get the fees dues ligally

You can send legal notice to each student on their home address along with fees due and interest. Mention otherwise legal action will be take by institute or college.
Meanwhile try inform all this matter to educational department of your state. And central home minister UGC department.
