It can be done by filing passport re-issue application along with the requisite fee to the regional passport office from where your password was issued. Proof of the current adress would also be required. Also, police verification would be done as it is the new address.

See you can file rectification application before the RPO along with the correct address document. The RPO on your application shall pass order of same and direct correction of passport.

Sir,

Regarding rectification in passport address it is stated that either you can check on passport website or at any nearby passport office regarding this.

This is not a big issue.

- YES , you can change the place of birth from Bihar to Delhi after submitting the documentry proof for the same .

- You should apply for reissue of passport under “Change of Personal Particulars” and chose “Change of Place of Birth” as the reason. 

- You can correct the same at any time during the validity of the passport with additional cost.
