Respected sir can teenager obtain power of attorney to sale of Agriculture land and can he/she exicute selldeed in fevour of another person if no so please provide judgment of court

The teenager is not major and unable to right or wrong or consequences of her/his work. Hence no sale deed can be executed by her.

For any reason power of attorney is only issued to the blood relatives and a person who is major teenager means what is below 18 means any power of attorney which is issued in favour of a minor who is not capable of entering into a contract is ballad ab-initio

Yes If the teenager is above 18 years of age he or she can execute any contract In India. 

You don't need any judgement for that purpose. 

But if he or she is below 18 yrs of age then he cannot execute any contract but he can own property.

For what you need judgment?

Ideally a POA should only be given to a trustworthy person whom one can trust to act on ones behalf. Any person who is above 18 years of age and of sound mind can appoint an Attorney.

 A minor cannot be appointed as an attorney holder.
