You need to file the said complaint to collector office and if the same is deliberately not done then approach high court under writ petition to give directions
False Caste Certificate
I want to verify a caste certificate, for this I met collector of my District for this issue , and he asked me I whether he can listen your complaint or not. I even go for welfare society for this but no help from there also. Please tell me where should I go for the verification and with which appeal. And if collector is the person, what should I say to him, in which section he could listen to that appeal.

An appointing authority may, if it considers necessary for any reason, verify the claim of a candidate through the District Magistrate of the place where the candidate and/or his family ordinarily resides. If after appointment in any particular case, the verification reveals that the candidate’s claim was false his services may be terminated in accordance with the relevant rules/orders (OM No. 36011/3/2005-Estt.(Res) dated 09.09.2005).

The said certificate is issued by SDM office and hence can be verified from the same office.
If you are a third party then you can’t verify the same. As a third party you may lodge a complaint with thr department that some one has taken false certificate and the concerned department will take appropriate action.

The caste certificate was issued by Tehsildar. you can approach Court under Article 226 of the Constitution to verify.
Certificate can be verified on demand of dept. Where is it used. You can give written complaint to dept. And collector through registered post.
1. The local Tahsil office has the jurisdiction to issue "caste certificate".
2. Instead of running around to different office, file a RTI application with the Tahsil Office, by annexing the forged caste certificate and seek his report on the office record pertaining to the said Caste Certificate. SIMPLE.
