Hi
In order to give detailed reply to your query, the Terms and Conditions of your appointment needs to be seen.
However, in case if you had complied with the same, you are entitled for the relief.
What about the bond amount of Rs.2.25 paid by you ? If it is paid under acknowledgement and through Bank you have better chance of success against your ex-employer.
You can invoke relevant provisions under Cr.P.C. and/or IPC.
This is only interim reply based on the raw data under your post.
Good Luck
You can send a legal notice to get relieving letter as soon as possible and they can't take full bond amount from you only training cost should be charged as per Industrial Disputes Act.
Kindly send a notice from your email id to HR, operations manager and HOD of HR.
That stating all detail points from day one of resignation till date.
Go and join the new job. Your employment relationship has come to an end immediately upon submission of resignation by you.
File a suit for intentional delay in issuing relieving order alongwith a claim for compensation for loss and mental agony.
Give a legal notice to the company and hr that they are harassing and after payment of bond amount the proper reliving and experience letter . If on notice they fail a suit for same has to be filed.
File a police complaint of harassment and cheating naming the company and Hr by name, they will come on the right track.
The have defrauded you by taking that money as any amount stated i the contract is not payable. File a criminal complaint agajnst the HR and a caee in the labour court.

I am not getting why you honored bond, company could not have do anything. Approach labor commissioner for relieving letter.
Have you resigned under bond period ?
issue a legal notice and demand for Relieving
letter with all associated benefits after settling
your account.
If they refuse, you can lodge a complaint before
the local labour commissioner.
You can also file a damage suit, claiming the
settlement amount and also the amount for
damage caused to you and cost.
If your resignation has been accepted by the company then they are bound to issue a relieving letter, if not first you may issue a legal notice demanding the relieving letter and your other dues, if any, wait for a stipulated period and after that you may initiate legal steps on this.
You cannot hold your HR individually because he is acting on behalf of the company hence you may have to sue the company for this.
You may follow the steps suggested to retrieve the relevant papers.
Dear
Send a legal notice to your ex employer for issuance of relieving letter. Mention that the bond amount has been paid to them and still they are delaying the letter due to which you have lost the job opportunity in your hand.
Also claim for damage due to not issuing the relieving letter.
If still they doesnt issue the letter you should sue them in court for relieving letter as well as compensation for inconvenience caused due to act of HR.
