You are over qualified for the job 

you should not have been denied interview

lodge complaint with department of AE regarding refusal to conduct your interview 

There is no court order of such type , court orders can not effect the prerogative of the employer to fix min. and max. qualification, experience etc for any post they desired to fill so they have right not to recruit over qualified candidates but when they have called you for the interview they have to take it , they can't deny so challenge on this very fact and file a writ before the Hon'ble High Court.

You can go in writ petition before high court to issue directions to your department for the same

On what basis you have been called for an interview ? And how many candidates were called or only you ? Any advertisement with eligibility published or in interview call, eligibility and qualification mentioned ?

Appointment on contract basis , if yes than court will not interfere.

Perhaps the interviewer realized that your “personality” did not match the company even though you were qualified for the position. file a writ petition in high court.

There is no criteria for over education to reject the candidate before interview.

You should file a writ petition in high court for issuing direction to department to conduct your interview.

Your application for the post was processed and after finding you fit for the post they have sent you the letter for attending interview.

Now the stand taken by them at this stage is not fair on their part.

You may ask them to give it in writing to reject your candidature, even if they dont, you may approach high court with a writ petition seeking justice and releif 

The department will not consider any court order because they dont work on the basis of the court orders, they will simply reject your request and ask you to approach court for getting orders against them directly.

You may better discuss with a local service law practicing lawyer and plan to file a writ petition seeking justice.
