I reside in an apartment that was built on 2010. I am residing since 2012. The builder never allowed the society to be formed and hence we do not have a society as such. Moreover we have a banks & shops in the 1st & 2nd floor in the builder name as the owner who rents these floors. Now the problem is that we do not have a common meter in the name of the building or the society. There are cases of electricity being stolen from this building meter (the one that is used for water pump & common area lights) Hence there is a huge bill, which few people pay and few do not. My question is can I have a separate pump that I can connect with my own meter and if not what is the legal procedure to get this resolved.

since the promoter is not providing the lift facility since it was there in the original registration/ sale deed. the reason behind this is due to non payment of huge mother meter bill in the name of the building by the promoter & the supply dis connect the connection though he has taken a maintenance charges @ 0.75 p per sq.ft.& he is not providing any receipt for the same.His representative used to take the same.with an initial in the diary.. The promoter has issued me only a possession letter. .No completion letter was issued to me Now the water pump and stair case light are running by a meter of another person. Few days back a fire broke out in the watter pump & hydro electric persons told that it is due to over loading. & they disconnect the connection. Please suggest me what should I do.

builder must get completion certificate before giving possession to buyer, if he failed you can approach before district consumer forum court will give direction to builder.
While a complaint with the manciple Corporation thereupon saying that the apartment is not in the habitable condition .
Also you may approach the consumer forum against the builder for non-installation of the lift as per the original plan and also asking the court to pass a direction thereupon directing the builder to constitute a society so that the maintenance of the society can be looked after
Since you own the apartment, you can demand for separate electricity and water supply meter for your own apartment.
You can gather all the apartment owners together and try to form an association which if formed all such issues can be solved by legal means.
You can ask the builder to provide separate meter, if he is refusing then issue a legal notice to him, let him give a reply after which you can plan further legal steps.
