Madam/Sir,

a) What is the meaning of 'period of three years' mentioned in the OBC Creamy layer/non-creamy layer notification? Is it financial year or calendar year?

b) My father is a Group-B employee in an autonomous body under MHRD. Equivalency has been established with Central Government Posts in the his recruitment rules. I have a OBC NCL certificate issued by appropriate authority on the basis of his salary slip. Is it valid, as the income criteria is not applicable in the case as per the government notification?

Financial year.

Income is excluded of only 3 and 4th class. Certificate invalid. Although, it is issued by dept. on their own reasoning and criteria, why you worry if they excluded income consideration by themselves. But it should be available in written that they excluded income consideration.

1. Financial year,the  income as in last three financial year as filed in ITR.

2. If appropriate authority has issued the certificate same is valid he has issued certificate keeping in mind all critieria.

2) since your father is group B officer and mother is not working your certificate would be valid

You can freely submit certificate there won't be any issue. See the criteria based on which certificate is granted is not mentioned in the certificate so if authority issues certificate it is understood same is issued after due care.

1.  Last three years means it is last three financial years.

2. The salary income of the government employee is not  taken into account while  computing the annual income of the family for considering the eligibility for OBC NCL category certificate.

The OBC NCL certificate issued to you is based on your father's employment basis only, if he was not eligible then this certificate would not have been issued by the authorities concerned.

You dont create unnecessary imaginations in your mind and lose your peace of mind in this regard, things are perfectly alright, there wont be any problem to your job in future if the information what you have provided is correct.
