a) What is the meaning of 'period of three years' mentioned in the OBC Creamy layer/non-creamy layer notification? Is it financial year or calendar year?
b) My father is a Group-B employee in an autonomous body under MHRD. Equivalency has been established with Central Government Posts in the his recruitment rules. I have a OBC NCL certificate issued by appropriate authority on the basis of his salary slip. Is it valid, as the income criteria is not applicable in the case as per the government notification?

The thing is, wealth test is not applicable when equivalency has been established with the central government posts. At the time of document verification, OBC NCL certificate has to be submitted invariably. That is where my confusion lies. I fall in creamy layer if income is considered (though this criteria is not applicable in my case) and I fall in non-creamy layer when the employment category (Group-B) of my father is considered (which is applicable in my case as per Government Notification). However, the certificate is based on salary slip (in which Group-B is not mentioned). Can it cause any issue in the employment or Can I submit an affidavit regarding this during recruitment process?
