• CAW complaint closed! How to get the closure report through RTI

After reviewing and investigating the complaint, my statement and evidences, Delhi Police East District - CAW Cell wing finally closed the complaint based on no-jurisdiction grounds and false compliant. 

The Investigating Officer asked me to apply for an RTI (Right to Information) online to get a certified copy of the closure report - as I do not live in India. 
Question (1) How can I apply online. what is the right website? seems the Delhi Police comes under Central Government, so I am confused on what is the right website. 

Question (2) Also, I do not mind writing a request letter in their acceptable format and send it to them by courier. As this is very important for proper records. Who should I send it to, if I decide to courier.? Is it the PIO or the ACP of the CAW Cell Wing. 

Question (3) Should I also ask them if there is and FIR against me? Or this question is not necessary if I get a closure report from them?

Dear sir 

I am providing you the Email ID of the designated person to whom you can send the EMail regarding RTI in correct format mentioning your complaint no.

No need to ask about the FIR details against you. But still if you want to know contact some relative in India ask him get the details of FIR

Government RTI fee in Delhi is just rs 10, by way of cash against proper receipt/ipo/ dd/ (court fee stamp), payable to the pio or the officer so appointed by the govt.

3. If there is closure report on complaint then there shall be no FIR not necessary.

Dear sir,

There is no specific format for RTI application and you may send the hard copy of application mentioning your name, full address, email I'd, mobile number etc.and address the application to Public information officer C/o ACP, CAW CELL, Delhi East. Do ask the specific information i.e. details of investigation carried out in matter of ........... & disposal/outcome of complaints. The fee of Rs. 10 is required for RTI.

-RTI source can not be used to obtain any certificate or personal information.

-RTI is only for the purpose to get public domain information 

- You can obtain the same with the help of any individual from delhi by giving him POA to collect on your behalf.

The complaint was filed against you and the police closed the complaint based on their investigation and evidence.the closure or the final report is the report filed by the police when after comprehensive investigation it does not find anything worthy to lodge an FIR based upon the complaint.

If the person against whom the complaint is filed wishes to obtain a FR he may engage a lawyer who can get it for him or through the RTI.

Addressed to the PIO.....district.....police station....Delhi.

Even if you have wrongly addressed the person as per the RTI act it will be forwarded to the person from whom the rti is sought.

The complainant can file a protest petition against the FR in the district court and the judge hears the petition and disposes it of.

If he finds substance in the protest petition he may order the police reinvestigation in the matter other he may dismiss the petition.

1. the first question is whether FIR was registered against the complaint lodged against you. Had it been so registered, you would have got the Summons from the Court. Since there was no such Summons received by you from the Court, then it is clear that there has been no FIR registered against you.

 

2. Final Report (FRT) or Closure Report is submitted in case the complaint lodged based on which the FIR has been registered is found to be false. In case, no FIR is eregistered and only General Diary (GDR) has been recorded, there will be no Closure Report. 

 

3. You can send a letter to the said Investigation Officer under RTI Act by Courier to send you the investigation/Closer Report.

Hi, it is advisable file an application in court for seeking status report on the complaint filed by you at the police station ..The court will direct the investigation officer then submit the report , where we can obtained certified copy of the same

  1. No need to request for the copy of the FIR as it would not have registered because closer report has been filed by the police as mentioned by you in the above query.
  2. It will go to PIO, but not the ACP or anyone else as PIO is the concerned authority who will reply your RTI.
  3. If no response then you will have to file an RTI to CIO (Chief Information Officer) to get the relevant details.

1. You can apply offline also if you are not knowing the procedures to apply online, you may send an application seeking the desired information to the IPO of Delhi Police through RTI act.
