Central Civil Service Conduct and rules was notified on 30th November 1964 and the rule came into effect from the same day of notification. The CCS conduct rules apply to every person appointed to Central civil service or post including civilians in defense of service. The rules don’t apply to railway servant and the person holding a post in the railway board or of the financial commission of railways.

The railway employees are governed by the Railway Services (conduct) Rules, 1966.

“railway servant” means a railway servant as defined in rule 103 (43*)
of the Indian Railway Establishment Code.
*Railway Servant means a person who is a member of a service or who holds
a post under the administrative control of the Railway Board and includes a post in
the Railway Board. Persons lent from a service or post which is not under the
administrative control of the Railway Board to a service or post which is under such
administrative control do not come within the scope of this definition.
Explanation.- A railway servant whose services are placed at the disposal of
a company, corporation, organisation or a local authority shall, for the purposes of
these rules, be deemed to be a railway servant notwithstanding that his salary is
drawn from sources other than the Consolidated Fund of India.

They are central govt employees but are excluded from central civil service rules. Railways have separate set of rules. Section 2(34) of Railways Act 1989 is clear about the same. And the same is covered by article 309 and 311 of Indian Constitution.
