Hi, We are planning to buy independent house in badangpet area of hyderabad. It is newly constructed house having sale deed and able to get search EC online and get the details from 2004 to 2018. Its Ground floor only constructed with 2 BHK house. And its having gram panchayat construction permission of 2013 but its constructed recently. Also, builder is saying, after registration we have to apply for house number as its not having that currently. Is it safe to buy this house or need to ask builder any other documents or details? Please let us know.

2) After registration of said property you can apply for house number.
1) Don't go with gram panchayat papers ask builder to provide collector permission and all survey number from collector's office. Than you can proceed with sale deed.

The gram panchayat is not the competent authority to approve building construction plan approval.
The local civic body is the authority to grant approval.
They only will allot the door number also provided the approval has been granted by them.
You may better obtain a proper legal opinion from a local advocate by producing all relevant papers before him and proceed if recommended.
The question is not where the property is situated, whether the papers have been approved by competent authority or not is essential.
It seems, Old panchayat approval but constructing recently is violation. because any building approval has validity period.
Better check the building approval , whether this land still in Panchayat or merged wit municipality etc. Ask the builder to procure required documents of property tax paid for the land till this period.
The land must be having some identification number even if the house is newly constructed. A house is constructed on land which always has some khasra number. If there is no khasra number then do not buy the house.
if the title is clear and search report is fine then there is no issue. But confirm with the authorities there about the applying of house no later as i haven't heard this before. If you find something suspicious then don't buy it
