Hello,

You may file a complaint against the builder before the consumer forum and ask for a direction that a society be formed.

Also complaint before the authorities for not taking OC of certain floors may be lodged.

I have replied to this query elsewhere

to add - you can write a letter to the municipality informing them about the FSI and sanctioned plan violations committed by the builder alongwith photographs

the municipality is extremely corrupt there

so you will have to follow up on your letter by filing a RTI Application asking about the steps taken by the local body pursuant to your letter

in the alternative if you do not get any reply to your complain letter then you can also file a Writ Petition in High Court seeking issuance of a Writ of Mandamus against the municipality for not performing their public duty
