You can visit them in-person and explain them your situation that this item does not falls under UAV.UAS/RPA/Drones and was purchased exclusively for personal indoor use at your house.

The above can also be explained in a reply to their letter.

You please contact from your Courier they know better but I would like to convey that it is true that Signal Booster as spreads radiation and effects environments then it is necessary to take permissions/NOC'S from the departments as alleged.

You should give reply to the notice that the product is just a signal booster and does not fall under the categories for which such documents are required and you are not liable to produce any such documents to them. If the product you had ordered does not fall under the restricted category of products, it would be released soon after.

If the item intended to import comes under restricted clause then it becomes your duty to provide the information sought by the customs and also comply with the necessary formalities to get the item cleared for delivery.

If you are not able to comply with the rules and the procedures meant for this then your item may be confiscated by the concerned authorities and they may even impose penalty on you for this.

You may better consult an advocate and issue a reply notice expressing your inability to comply with the necessary procedural aspects and seek their advice on further course of action.
