Move a PIL before the Apex Court challenging the Policy of the HPPSC a whole.
Iam abhimanyu kumar basically belong to himachal pradesh. Here himachal Pradesh Public Service Commission conducts the test and interview for recruitment of assistant professor. But the process is not transparent,,,objective screening test is conducted initially and then on the basis of the merit of this test candidates are asked to appear for interview. For final selection there is no weightage of marks of written test. It depends totally on the interview marks. How can interview pannel judge 25 years of study with in15 minutes of interview. Is there any legal procedure through which govt can be asked to change its policy. Please tell me what are the available options for me.

Sir there is judgement of the Ajay Hasia vs. Khalid mujim wherein supreme court gave guidelines and weightage for the interview and the written exam i.e always the marks of the interview marks weightage should be less then the written exam. Refer the judgement and file a writ petition before the High court challenging the notification and process.

As per Indian courts, recruitment process in any authority should be fair and justified. If the candidates are selected by any criterion other than merit and efficiency, the public authority will suffer for all the times to come. It is in public interest that the process of selection and appointment should be transparent to make it fool-proof from the corrupt mechanisms. You can approach High Court for directions in this regard but make sure petition should file before being declared unsuccessful.
1) Yes you can make complaint to head office of HPPSC and Central government HRD department regarding this that in Interview there is no transparency at all.
The recruitment policy is common for all.
You should understand the fact the the interview is conducted by an experienced and talented person hence you cannot underestimate the interviewer just because he has not given you good marks in the interview.
If you are confident about the interview or the recruiting process , you may obtain the details through RTI act and proceed with a PIL before the high court.
Whatever you have uttered is out of sheer frustration due to the disappointment you have handed over.
Before getting unreasonably annoyed over the issue, you must analyse the whole situation, understand the law and then conclude on the subject matter judiciously.
Your this type of immature behavior will not lead you to the path of success.
All your hard work and efforts will become futile if you are losing patience and pounce upon the law and the regulations or on the institute.
