stamp duty is state subject and varies from state to state
2) among close relatives concessional stamp duty is levied . hence father paid concessional stamp duty on relinquishment deed signed by his siter
3) whereas in case of your friend Rd is being signed by sister husband and their children so higher stamp duty is being levied

Sir the stamp duty vary from state to state, in my opinion 4% duty on the relinquishment deed is correct. Further you can meet sub registrar stamps for actual valuation and can ask in written the amount of the stamp duty to be paid.

Stamp duty differs from state to state and registrar office can give you the exact percentage. For blood relations its less then usual percentage
For executing a registered release deed relinquisishing the rights in the proeprty appropriate stamp duty has to be paid.
