I am spinster and own a commercial property in maharashtra. 
i wish to transfer it on the name of sister's son.

See for gift there shall be stamp duty of 3 percent along with 1 percent registration charge on jantri value that is government prescribed circle rates.

This is my response to you:

1. The stamp duty payable by you will be at the rate of 3% if you transfer to your sister;

2. If you and some other person were the owners then you could have executed a release deed;

3. Instead the best option now is to execute a Will in favour of our sister;

4. Hand over a power of attorney in her favour to run the business/rent out the property till your death;

5. This way you can avoid paying heavy stamp duty;
