For the first question- as for example, If you are investigating personally for any proof/evidence by hiring a private investigator then if call details is required then they can approach the required service provider, it is upto the authority of service provider, if they have no authority to disclose details then they will not disclose it. If it is a part of police investigation then if required they can ask for call details.
