In the absence of a clear report from the police, the regional passport office (RPO) may summon you and in such a case, you'll to appear before passport officials to explain the point on which the police submitted an adverse report.

You need not be worried with this. You can continue to use your fresh passport. At anytime you receive a summon from RPO, you may either appear in person or send your explanation through a registered post. If the RPO finds your explanation sufficient, he'll reinitiate Police Verification.

For now, you may get your passport stamped and you needn't worry for you haven't indulged in an act of fraud or misrepresentation.

In my advise you may proceed with the passport that has been issued to you without any worries as you are not doing any forgery.

Also if on the basis of the police report the RPO summons you then you may appear in person ot through some other person.

In any case if the passport is canceled (probability of which is 0) you may approach the High Court directly to challenge the same.

If your old passport is not valid anymore and the new passport is under cloud, you may have to clear the issuance of passport first and then go for visa stamping otherwise the visa stamping may not take place.
