Approach the High Court against the concerned Tehsildaar and Asst. Commissioner. Seek a direction for correction of this apparent mistake.

Since the above named Officials accept their mistake, but have failed to do the needful just because of their laxity, you'll easily get an order from the High Court for correction of this anomaly.

You can file a suit to declare the correct survey number as per the original registered sale deed document with a direction to the concerned Tahsildar to rectify the mistake and make a certificate of endorsement for the same in the necessary records.

Can my house or any other plot in this survey number be mortgaged to any bank or person if is under endowment .

It cannot be mortgaged or alienated by a third person if the property belonged to another person.
