Yes a notice can be sent over an e-mail.
If he accuses you for the same and further lodges an FIR then that might cause arrest for you.
You must immediately accord a reply to the legal notice through an advocate.

My interior designer last payment was due. He hasn't finished his final work and there was one dispute for final completion of work. He started asking more than agreement money. I sent him email for final bill with all details. But he started asking same money. Now he sent me an email from lawyer as notice to pay the final money. In that he also mentioned that I abused and use filthy language for his SC/SC worker. Which was never happened. He also kept our keys and not returning even after several reminders. He said his lawyer told not to return keys. We asked over email and phone multiple times be he said no. He threaten us also. and even we mention that in email to him. This all happened before his notice in email. Now i have quest - 1 - Can a notice be sent over email ? 2 - As he mentioned I have used bad abusive language for his SC/ST worker, will that cause arrest for me ? 3 - Till now I haven't done anything. So what can I do now ?

Answers,
1. Notice can be sent over email.
2. It may cause arrest of you, if the designer has any evidence. ( please discuss with any lawyer about the content of the notice ) .
3. It looks, designer try to threaten you as if you abused him to extract money. My suggestion is to reply to the notice refusing all the allegations. Pay off the dues according to agreement ( nothing more ) .
1) notice can be sent by email
2) if his sc / st worker files police complaint then you can be arrested
3) contact a local lawyer and file detailed reply denying all allegations made
4) amicable settlement is best option
Yes. You could send a reply to his legal notice. The same should be sent by a lawyer on your behalf. The reply could be sent electronically.
No. Deny all his frivolous allegations. This is a civil dispute purely, and he's trying to give it a criminal flavor.
Send the reply Asap before he takes recourse to a legal action against you.
Do let me know if you need help with the reply to the Legal Notice.

1. Legal notice can be sent through email also.
It has been held s valid by many high courts.
2. If he wants to avenge you, he may arrange the victims to lodge a complaint in this regard, you may have to get enlarged on anticipatory bail then.
3. You consult an advocate in the local and initiate legal action from your side for everything including breach of contract and for not finishing the assignment of completion of construction work or interiors or whatever it be.
