I intend to buy small agricultural plot near pune, but I don't have farmer certificate. My deceased grandfather owned agricultural land in our native village in uttrakhand and khasra/ khataouni of the land is still in his name. Now can I buy agricultural land in Maharashtra on basis of this khasra if yes what all documents I will have to get from my village/ tehsil office? If not then what would be best way forward? In Maharashtra, only an agriculturist can purchase agricultural land and if a person holds such land anywhere else in India, he can still be deemed an agriculturist in Maharashtra.
The maximum ceiling limit for such land is 54 acres.
You should get your grandfather's agricultural property mutated in your name and thereupon, you'll be eligible to purchase this agricultural land in Maharashtra.
There is no need to own a farmer certificate in order to buy agriculture land .. Agriculture land can also be bought to carry commercial activities .. There is no such guidelines to have a farmer certificate in order to purchase agriculture land .. You can proceed to purchase agriculture land
you can go and confirm this with land revenue department. You can also obtain a farmer certificate from the authority where the land of your father is situated.

Only a farmer can buy land in Maharashtra. If you are a farmer you can buy.
You cannot directly buy farm land without meeting some other requirements.
1. Some relative has to own some farm land somewhere
2. Get permission from collector's office proving your intent to engage in agricultural activity
3. Get a job as a farm hand and have that farmer give you a letter of agricultural employment.
According to the law of Maharashtra 'Revenue act 1966' as anybody can not buy land unless he is farmer or his father or grandfather is farmer.
You can produce the certificate stating that your grandfather was a farmer to buy agriculture land in Maharashtra.
