If the police is not lodging your FIR, file a complaint before the Magistrate under section 156(3) crpc. On the basis of substance in your Complaint, he may direct the police to register an FIR and investigate in the matter. However, before taking this step, you must write a letter to the Supt. Of Police stating your criminal complaint before him. Also write in this letter that you've been frequently visiting XYZ police station but till date no FIR has been lodged.

If the local police is not effective to your complaint then you may aproach the higher police officer with a similar complaint with a request for intervention and direction to the local police for proper investigation and an expeditious action as per law into the matter before them.

Even if this is not yielding any fruit then you may aproach court for relief and remedy

File a complaint to the court of the concerned magistrate under section 200 cr.pc, whereupon the court may summon the accused after recording your preliminary evidence and recording satisfaction as to the existence of a prima facie case.
