Builder not refunding payment of unfinished apartment
I had booked a studio apartment in Japee Buddh Circuit Greater Noida in 2013 and had paid installments till 2015, after which no demand letters came and construction was stopped I was told.
I recently contacted them with great difficulty for a refund of my amount as the project is stopped and completion date was a year ago which had lapsed.
Their reply is that the refund policy has been changed and now refunds will be done after 2019 July only as they are hoping to hand over apartments in the next 36 months.
They sent me an email with this information with no person's name etc of the sender, after I had asked a friend to visit their office and ask in regard to an email I had sent them for a refund.
Please advise how can I get my refund as quickly as possible as I need the money.

I have a email from JaPee Builders Noida mentioning "we have taken your request for cancelation & refund but refund policy has been changed for Studio apartment. Studio phase 1 is likely to be ready and delivered in next 36 months. Incase of cancelation we will start refunding after 2019 July only." this email was dated 2nd June 2017.
Now how can I file a complaint in consumer forum as suggested by most lawyers and is this the way forward.

I have filed an complaint online with Rera regarding non completion and full refund on my money for the Apartment. For which I have received a copy of the notice sent to the builder via email. It states that the builder must be present on a certain time and date at a office in Greater Noida. After the letters ends, it mentions my name and also asks me to be present to give my statement/ defend myself.
My question is:
1. Do I have to go personally.
2. If I have to be present can I send a laywer on my behalf
3. Since I do not live in UP can you recommend a laywer in that area who deals in such cases
4.What if I am not present at the hearing, will the hearing still go on and will the full refund be still done in my favor.

I had done a case for refund in RERA Noida. After sometime the case came in my favour and the builder was instructed to refund the principal amount and then interest in monthly installments. I received the first monthly refund but after that nothing. I called JP office repeatedly but they said processing etc and after a few months Covid. Now its over 6 months. What should I be doing so as to get my complete refund. The lawyer I had employed took money for follow ups but nothing from his end. Need a reliable lawyer too if its to be pursued plus will I get a refund or will I spend more on legal expenses.
