If you consider that you have been meted out with injustice then you may make a representation to the appointing authority in writing, exhaust the remedies available locally.
After this you may plan to initiate legal action as envisaged in the law to redress your grievances through court of law.
On what basis have you been excluded from the ambit of the policy of regularization? Are you the only one who has been excluded? There has to be some rational basis to treat you differently. If there is no such basis then you may file a writ petition in the High Court.
1. you should file a writ of mandamus before the high court.
2. equal treatment or equal application of rule is a fundamental right under article 14 and 16 of the constitution of India.
