You should go through the Government order issued to regularise the temporary employees into permanent and the eligibility criteria.

Further have you made any representation in this regard and whether it was rejected citing any provisions of law?

You may also see what law regulates this position to regularise the temporary employees.

Give me legal advice

If you consider that you have been meted out with injustice then you may make a representation to the appointing authority in writing, exhaust the remedies available locally.

After this you may plan to initiate legal action as envisaged in the law to redress your grievances through court of law.

On what basis have you been excluded from the ambit of the policy of regularization? Are you the only one who has been excluded? There has to be some rational basis to treat you differently. If there is no such basis then you may file a writ petition in the High Court.
