1) Under Sections 4 and 5 of the RTE Act 2009, elementary education (Grades 1–8) is a fundamental right. The act explicitly protects a child’s right to a smooth, non-disruptive transfer to age appropriate class 

• 2) High Courts in India (including the Madras High Court and Gujarat High Court) have consistently ruled that the educational continuity and psychological health of the child take complete precedence over rigid, mathematical age calculations

3) Since they have ignored your email for a week, schedule a formal, in-person meeting with the Principal or Head of Admissions immediately. Bring physical copies of your transfer order, the child’s Transfer Certificate (TC) specifying Grade 1, and the previous school's waiver letter.

4) : If the school continues to refuse, do not let them waste your child's year. File a formal complaint with the Block Education Officer (BEO) or District Education Officer (DEO) of your new area. These regulatory bodies oversee local school compliance and have the administrative power to instruct the school to honor an intrastate transfer certificate

Do not rely solely on email or front-desk staff. Request an urgent, in-person meeting with the Principal or Head of Admissions. Bring your transfer order, the TC from the previous school explicitly showing Grade 1 enrollment, and proof of the age relaxation/waiver granted by the previous authorities/board.

If the school principal remains unyielding, your next recourse is to approach the District Education Officer (DEO) or the local city/regional school board authority with a formal complaint detailing the transfer and the rejection of a valid Transfer Certificate.
