I have a question regarding buying the property in Dehradun UK with respect to new Bhumi kanoon. I already have a plot of size 250 Sq mtr, but it is outside Dehradun city limit.
1. Can I buy land inside Dehrdun city limit. If yes what is the boundation for land inside city limit for outsiders.
2. Can I buy an independent builtin house inside city limit. If yes is there a size limitation for builtin house. 
3. Can I buy an independent house outside city limit. If yes is there a size limitation for builtin house.

Additionally, outsiders can purchase up to 250 square meters of residential land for personal use, with strict one-purchase-per-family restriction.

Outsiders can purchase non-agricultural land, but they must obtain a No Objection Certificate (NOC) from the District Magistrate.  This certificate ensures that the purchase does not violate any local regulations or impact local communities negatively.

As far as Residential lands are concerned: Outsiders can purchase up to a maximum of 250 square meters of residential land. Which is 1.25 Nali (2160 square feet). This restriction ensures that the purchase is primarily for personal use and not for large-scale development.

As far as Commercial land is concerned; The maximum allowable limit for commercial land purchases is 500 square meters (2.5 Nali). This limit is in place to regulate commercial activities and prevent large-scale commercial exploitation by non-residents.

However, purchasing agricultural land requires special permission due to the temporary ban. Even when allowed, the amount of agricultural land that can be purchased by outsiders is usually restricted and subject to specific guidelines.

Non-Agricultural Land Certificate (NALC) is required to confirm that the land being purchased is non-agricultural.

Land Use Certificate (LUC) specifies the approved use of the land, ensuring it aligns with your intended purpose.

Apply for the necessary permissions, including the Non-Agricultural Land Certificate (NALC) and the Land Use Certificate (LUC). Ensure you have all required documents, such as identity proof, land measurement details, and a no-objection letter from the seller.

Outsiders are not allowed to purchase:

Agricultural land or rural plots

Under the law, an individual from another state planning to buy land must submit an affidavit to the sub-registrar confirming that neither he nor his family has purchased more than 250 sqm of land elsewhere in Uttarakhand for residential purposes. you  can freely buy independent built-up houses within municipal/town limits.There are no size restrictions for built-up houses, as long as the construction is legal and approved by the municipal authority.

You can but NA land and build house but there are area restrictions 

If you are an NRI and want to buy land in Uttarakhand, there are some specified regulations by the government. NRI can buy up to 1.25 Nali (2700 square feet) of land in Uttarakhand including both residential and commercial.

1 Nali land price in Uttarakhand is Rs 3 lakhs (1 nali = 2160 square feet). Whereas, 1 Bigha = 14.28 nali.

Additionally, if you’re considering buying land more than this limit, then you require a different residential address listed on your Aadhaar card from your spouse because the spouses are referred to as one rather than two different individuals.

However, those who want to develop any kind of trust, a yoga center, or a religious temple are allowed to purchase land in Uttarakhand. Uttarakhand govt. offers generation gap investing as a supportive method to buy more than the pre-decided limit (1.25 Nali), if the spouse is a resident of Uttarakhand.

Note: Agricultural land is restricted for sale to NRIs. Also before buying any Uttarakhand land, you should get a Land Use Certificate (LUC) and (NALC) Non-Agricultural Land Certificate.
