The promotion policy of central government, state government, Public sector organisations, private sectors  differs from each other.

Your question is blunt without any details of where you are3 employed and what exactly is the requirement.

Presuming you are a government employee, There will be a fixed time period even after qualifying for the next promotion and the same policy applies for the direct recruitment too.

The objective of the promotion policy is to recognize and reward, merit and competence. It improves the organizational and functional effectiveness. 

Promotion should be made strictly in the order in which the names of the officers appear in the panel

In cases of promotion, one time relaxation in educational qualifications may be considered to ensure that the officer has at least one chance for promotion after the constitution of service/promulgation of the new recruitment rules.

The age of the candidate for Associate professor  should be between 22-40 years of general merit candidates.

The candidates who are applying for the Post of Professor can apply as per the eligibility criteria set by the University, College or Institute.

There is no upper age limit for candidates applying for the post of Assistant Professor. However, for Junior Research Fellowship (JRF), the age limit is set at 30 years

Scheme shall be made whether vacancy is available or not with some exception.
